Afghan violence falls in 2012, insider attacks up

KABUL, Afghanistan (AP) ? Violence in Afghanistan fell in 2012, but more Afghan troops and police who now shoulder most of the combat were killed, according to statistics compiled by The Associated Press.

At the same time, insider killings by uniformed Afghans against their foreign allies rose dramatically, eroding confidence between the sides at a crucial turning point in the war and when NATO troops and Afghan counterparts are in more intimate contact.

"The overall situation is improving," said a NATO spokesman, U.S. Air Force Lt. Col. Lester T. Carroll. He singled out Afghan special forces as "surgically removing insurgent leaders from the battle space."

Gen. Mohammad Zahir Azimi, spokesman for the Afghan Ministry of Defense, said Afghan forces were now charged with 80 percent of security missions and were less equipped to face the most lethal weapon of the militants ? roadside bombs.

"Our forces are out there in the battlefields and combat areas more than at any other time in the past," he said, citing reasons for the spike in casualties.

U.S. troop deaths, overall NATO fatalities and Afghan civilian deaths all dropped as insurgent attacks fell off in their traditional strongholds in the south and east. However, insurgent activity rose in the north and west, where the Taliban and other groups have been less active in the past, and overall levels of violence were higher than before a U.S. troop surge more than two years ago.

U.S. troop deaths declined overall from 404 last year to 295 as of Saturday. The Defense Department says 1,701 U.S. troops have been killed in action in Afghanistan since the U.S. invasion in 2001 until Dec. 26. Of those, 338 died from non-hostile causes. Some 18,154 were wounded.

A total of 394 foreign troops, including the Americans, were killed in 2012, down from 543 in 2011. The British, with the second-largest military presence, had 43 killed ? the second-highest toll among countries with forces in Afghanistan, by AP's count. The figure includes a Georgian soldier who went missing on Dec. 18 and whose body was turned over to NATO on Saturday.

The AP keeps daily tallies of casualties and violent incidents across Afghanistan based on reports from NATO and Afghan officials. Most cannot be independently verified, and other incidents may never come to light. The statistics sometimes vary from official counts because of time lags, different criteria and other reasons.

Deaths from so-called insider attacks ? Afghan police and troops killing foreign allies ? surged to 61 in 45 attacks last year compared with 2011, when 35 coalition troops were killed in 21 attacks.

The number, provided by the NATO command, does not include the Dec. 24 killing of an American civilian adviser by a female member of the Afghan police because the investigation is ongoing.

The focus of NATO's mission has largely veered from the battlefield to training the Afghans ahead of a pullout of most troops by 2014. The U.S plans to maintain a residual force, the size of which is now being determined.

A NATO report that tracks violence in the country showed a rise this year compared with the period before the surge of U.S. troops into the country. But the levels were down from last year and a peak in the summer of 2010. Kabul and the country's second-largest city, Kandahar, saw a considerable drop in lethal attacks, but districts in Kandahar province remain among the most restive in Afghanistan.

Militant attacks, the report said, decreased countrywide by 7 percent through November compared with the same 11-month period last year. But they were up in the northern and western parts of the country, which previously had been among the most peaceful regions.

Although NATO officials frequently credit Afghan troops with successful unilateral operations, a recent U.S. congressional report noted that higher-level Afghan units still need vital air, logistics and other support from foreign forces.

More Afghan police and soldiers are dying in the conflict, according to numbers provided by the interior and defense ministries.

More than 1,050 Afghan troops died this year, substantially higher than last year, although the ministry could not provide the exact 2011 death toll.

Nearly 1,400 police died in the 10 months from March 21 to the end of the year, compared with about the same number for the 12 months beginning March 21, 2011. The Afghan government follows a calendar year starting March 21.

NATO says Afghan security forces have grown from 132,000 in March 2011 to 333,000 this month.

The AP tally showed that at least 822 Afghan civilians had been killed by the Taliban and other militants this year while another 119 died in NATO airstrikes and other operations. That was a decrease from last year, when 1,151 were killed by insurgents and 283 by NATO. Substantially smaller numbers perish when caught in crossfires.

The United Nations reported different casualty figures but also noted that civilian deaths had decreased, reversing a five-year trend of mounting civilian deaths. Its latest report says that during the first six months of the year, 1,145 civilians died in conflict-related violence, compared with 1,510 in the same period of 2011. The U.N. considers insurgent land mines and roadside bombs to be particularly deadly for civilians.

Close to 3,000 militants were reported to have been killed by coalition and Afghan forces this year, compared with more than 3,500 last year. The NATO command does not issue reports on the number of insurgents its troops have killed, and Afghan military figures, from which the AP compiles its data, cannot be independently verified.

Volunteers needed for cancer charity

A BOWEL cancer charity is looking for volunteers to help at a charity supermarket collection.

Beating Bowel Cancer has booked the collection at Tesco on Winwick Road on Saturday, January 19.

It needs volunteers to collect money in charity buckets from 10am and 4pm.

The charity said that around 100 people in the town are diagnosed with bowel cancer every year.

All money raised will be used to help raise awareness of bowel cancer and support patients, and their families, coping with the disease.

France's 75 Percent Tax On The Super Rich Smacked Down By Country's High Court

PARIS -- Embattled French President Francois Hollande suffered a fresh setback Saturday when France's highest court threw out a plan to tax the ultrawealthy at a 75 percent rate, saying it was unfair.

In a stinging rebuke to one of Socialist Hollande's flagship campaign promises, the constitutional council ruled Saturday that the way the highly contentious tax was designed was unconstitutional. It was intended to hit incomes over (EURO)1 million ($1.32 million).

The largely symbolic measure would have only hit a tiny number of taxpayers and brought in an estimated (EURO)100 million to (EURO)300 million - an insignificant amount in the context of France's roughtly (EURO)85 billion deficit.

Prime Minister Jean-Marc Ayrault was quick to respond, saying in a statement following the decision the government would resubmit the measure to take the court's concerns into account. The court's ruling took issue not with the size of the tax, but with the way it discriminated between households depending on how incomes were distributed among its members. A household with two earners each making under (EURO)1 million would be exempt from the tax, while one with one earner making (EURO)1.2 million would have to pay.

The French government approved the tax in its most recent budget, amid criticism by some that it would do little to stem the country's mounting fiscal problems and would drive away the wealthiest citizens. Hollande's popularity, meanwhile, has been tanking as the country's unemployment continued its rise for the 19th straight month.

In recent weeks, Gerard Depardieu ? France's most famous actor ? announced his intention to turn in his French passport and move to a village in a tax-friendly Belgium.

South Africa waiting on Philander?s fitness ? Cricket News Update

South Africa cricket team management is hoping for the promising paceman Vernon Philander to recover in time for the first Test of the two-match home series against New Zealand, starting at Newlands in Cape Town, on January 2, 2013.

Philander, 27, injured his hamstring during a first class match between Cape Cobras and the Titans last week. The right-arm medium pacer bowled only five overs for the Cobras, claiming one wicket as well, before leaving the field for a treatment. Subsequent scans confirmed presence of a minor grade one hamstring strain. He is on the ninth day of a 10-14 day recovery programme, and will only be assessed next week for his availability for the New Year Test against the Black Caps.

Though the right-arm seamer is in training with the national team, he is not bowling to full capacity yet. South Africa?s team manager Mohammad Moosajee, who is also a medical doctor, told media reporters on Friday that Philander is expected to be up to 80 per cent fit by the weekend.

"He is still in the rehabilitation phase but is coming along nicely," Mohammed Moosajee told ESPNCricinfo yesterday. "We are definitely not ruling him out," insisted the Proteas? team manager.

It may be noted here that the 27-year-old South African seamer had also sat out the second Test against Australia at the Adelaide Oval earlier this month due to a troublesome left hamstring and sore back.

Should Philander not pass the next week?s fitness test,?his Cape Cobras teammate Rory Kleinveldt?will replace him in the Playing XI for the first Test against the Kiwis. The 29-year-old Kleinveldt?made his Test debut against Australia at Brisbane last month, and has so far played two matches picking up four wickets.

After years of trial and error, companies are learning where money is being wasted in social media and are modifying their course.

Stop blocking social media at work! Studies are proving the benefits of social, such as how collaboration tools are boosting productivity.

It?s safe to say that social business has grown up and, most likely, will continue to mature as technology laggards catch up.

Mobile explodes, putting new pressures on business

With the variety of mobile devices (both smartphones and tablets) now available, the ubiquity of data access, and increasing reliance on information anywhere, mobile sales are exploding with no end in sight.

That means more online business, sales, and customer service is being tapped, adding extra pressure to operations internally and externally.

Businesses are scrambling to tap the benefits of mobile, but not without encountering challenges. IT professionals are learning the role of mobile within the enterprise ? no overnight task.? When it comes to customer experience, move it or lose it: 73% of mobile users feel companies don?t deserve their loyalty if their needs aren?t being met. Ouch.

For Better or Worse: 2012 Health & Fitness Trends

Like many other people, I enjoy looking back at the expected trends for the year and seeing which ones took and which ones did not. I also like to reflect on what worked for me and what did not. I enjoy trying new fitness and health classes and ideas and 2012 was no exception.

I looked up the hot fitness and wellness trends for 2012 from Well+Good NYC and Fit Sugar.

Well+Good 12 Health and Fitness Trends for 2012 were:
> The ?Everywoman? yoga teacher (I didn?t do teacher training but took class with many of these)
> Happiness without Prozac-(check)
> Fitness night life ? (I did not try any of these evening/happy hour replacements because the husband is not really in ? nor my friends ? did you?)
> Tough, entertaining classes ? (check! Hello, Shred 415!)
> Food as medicine ? (Ate more whole foods-check)
> Inner life is ?hot? ? (I have been talking about meditation all year? Just not doing it :( )
> Diet advice from fitness professionals ? (I read a few books and lots of articles. Can?t say I followed any!)
> Brushless beauty (Make Up) ? (check ? I tried some new make up that was brushless)
> Better for you vacations ? (check- Hello Canyon Ranch and lots of running weekends!)
> Eat while you cleanse ? (check tried a Joule Body cleanse for 3 days that I got on Gilt City- liked it!)
> Boudoir-inspired fitness wear ? (nope- not for me!)
> Mainstream beauty brands add natural ingredients ? (check)

Fitsugar?s Biggest Diet and Fitness Trends of 2012 were:
> Diet pills (uh, NO!)
> Barre work outs- (I tried it a few years ago and hated it! My tight hamstrings and lack of grace made me feel like the awkward 1st grader who went to a few ballet classes and refused to ever go back! That and the instructor who kept calling me out by name and made me use the remedial bar!)
> Color runs- (the competitive runner in me can?t understand this one. An untimed 5k where they throw colored powered on you and ruin your clothes. This falls into the same camp for me as muddy runs and warrior dash- great for getting people out there. Just not for me!)
> Juicing ? everywhere (Whole Foods and other places carrying designer juice cleanse juices. I am not a big juice person, so not for me)
> Social media motivation- (I like the occasional motivational quote/photo on Facebook or Pinterest, but they are not driving me to do more. I don?t like the posts of ?my time was?? for me that has a negative effect.)
> Indoor cycling studios (check, I tried and liked Flywheel, but not enough to join or pay full price)
> Fitness trackers ? (check! I was obsessed with my heart rate monitor and Fit Bit for a while. I killed 2 Fit Bits before they made them waterproof from sweat. TMI? Sorry. It did help me move more at the office. I did quit them after a while. I should wear my HRM again for spin and intervals.)
> Exercise happy hours (nope)
> Crossfit ? (nope- I know everyone LOVES Crossfit, and I wish I had invested in a gym with Natalie when she mentioned it to me 4 years ago! I have issues with jumping and heavy lifting from old back and hammy injuries and the competitive aspects scare me. That and the paleo diet combo have steered me away- no offense to the many people this works for intended!)

I asked the Greatist Ambassadors group on FB and some of my friends what the best and worst fitness and health things they tried this year were. This is what they said:

> Jacki @ Dare 2 Dream, Dare 2 Do says -? Power Yoga and Crossfit. Both leave me feeling incredibly alive is completely different ways. Don?t really have a worst.?

> Katelyn @ Chef Katelyn?Best: CrossFit. Led me to getting Level 1 Certified and competing with the goal of 2014 Regionals. Worst: Trying distance running again. Turns out, not my thing I now spend all of my time lifting heavy things up and putting them down.?

> Mindy @ Just a One Girl Revolution? Best: Hot yoga (power vinyasa). I?ve gone off and on for a couple years now, but recently committed to a regular practice of at least once a week, and it was an amazing decision. I feel so much stronger and more flexible as a result. Worst: Pure Barre. I know a lot of people rave about it, but it just wasn?t for me. My instructor gave little to no instruction throughout the class, and we used the bar for maybe five minutes. In fairness, I only tried once, so had I gone again, I may have liked it more.?

> Crystal @ Fun2Race ?Best: archery; great for calming my mind/breathing, but also a great strength training exercise (finally getting my swimming arms back!) and good for core/posture?Worst: svaroopa yoga; not sure if it was just the instructor but I found it to be very boring and left feeling like I had done nothing but sit my butt on a chair for 45 mins!?

> Wendy had a list of adds for this year of things she tried and likes:
?1. I am a new Lululemon fan after buying a few pairs of their shorts/shirts and running that awesome race in Vancouver. (Just not those white polka dot things.)
2. Sweatybands ? the headbands that I am currently addicted to ? they even come in reflective! and glitter!
3. I started doing hot yoga and LOVE it ? just can?t fit it in my schedule.
4. Naked Juice (Green Machine). Yes, I am too lazy to juice, and I used to be too cheap to buy this, but now I drink one for breakfast on occasion. Delicious.
5. Quinoa! (yes I know, this is so ?2011?)
6. Nike Frees. Still love them.
7. Colored running shoes and gear ? love this trend! Neon shoes are the best (although they do not help me to run faster.)
8. Compression socks.?

As for me, I would say, bests this year were Pilates for runners and yoga to stay injury free and strong. From a health perspective, I ate more whole foods and gave up diet soda cold turkey in April and that was awesome. I also used shorter running races as speed training and that worked well, too. Fortunately, not too many ?worsts? to report! Molly and I tried the Salt Cave for better respiratory health and noticed no benefit (but we did catch up which was nice!) I tried some wellness and food products that I wound up dumping out. I also bought a slew vitamins after seeing a naturopath that have remained sealed I the cabinet (why do I have an inability to follow through with vitamins??)

The Free Internet Survived 2012, But Will It Be That Lucky Next Year?

2012 was a dangerous year for the free Internet. Lawmakers and global stakeholders all took a shot at policing and regulating the Internet over the past year to no avail. That doesn?t mean they?ve given up, and 2013 could prove disastrous if certain parties have their way.

To that end, it would be advantageous to look back on all the bills, treaties, etc that threatened the Internet in 2012. As they say, those who don?t learn from history are doomed to repeat it. Internet freedom fighters will have to learn from tactics employed this year to recognize threats to a free Internet before they even emerge.

The first battle over the free Internet came in January as the much debated?SOPA and PIPA?came up for vote in Congress. The bills were designed to combat copyright infringement online, but the powers granted to the government to do so were sweeping and overly broad. SOPA in particular gave government the power to censor Web sites on the DNS level thereby removing them from general access to most users. Potential for abuse was high and many feared that the bill would be used to destroy innovation and protect legacy businesses that have yet to adapt to how the Internet does business.

Worryingly enough, it looked like both bills would actually see smooth sailing through both the Senate and the House. Then the Internet banded together and?launched a blackout campaignthat saw many popular sites like Wikipedia going dark to show people what a world with SOPA could potentially look like. The tactic worked as thousands of concerned citizens?called their representatives?telling them to vote no on SOPA and PIPA. The bills were finally?taken off the table for good?in October.

After the threat of SOPA and PIPA subsided, a new threat emerged. It had free Internet proponents even more concerned as it was as international treaty that sought to rewrite international law in favor of large corporate interests. The treaty was called the?Anti-Counterfeiting Trade Agreement, or ACTA for short, and it contained a number of worrying implications. The most concerning part of the treaty was that it would require ISPs around the world to ?monitor and censor online communications.? It was not only a threat to free speech on the Internet, but a major threat to online privacy as well.

After many parts of the treaty were leaked, citizens in countries across Europe took to the streets to protest. The protests worked as many countries refused to ratify the treaty and it was finally dealt a death blow in July as the European Parliament?voted against it.?The treaty was?officially shelved,?at least in Europe, earlier in December.

All the previous treaties and bills only sought to remove copyright infringing material from the Internet. It?s bad, but it could be worse. Our friends in Washington took on that challenge when lawmakers introduced?CISPA and CSA?? two bills that aimed to tackle cybersecurity, but threatened to violate any privacy that U.S. citizens may have online. CISPA was definitely more worrisome as it?had the support of those who opposed SOPA?just a few months prior. The new bill garnered support because it made it easier for companies to share information with government bodies without having to worry about lawsuits from those whose information was shared without consent.

Like the previous bills thus far, both were killed before getting very far.?CISPA was able to pass the House, but its Senate counterpart, CSA, was killed time and time again. The latest attempt for passage happened in mid-November with the bill?being officially killed?for the last time.

The biggest threat by far, however, happened earlier in December when delegates around the world met to discuss an update to a decades old telecommunications treaty. The ITU, or International Telecommunications Union, was met with skepticism as some felt less than scrupulous members of the global community would use the meeting as an opportunity to?seize control of the Internet. They did not disappoint as China, Saudia Arabia and others?introduced a last minute change?to the treaty that would have given them more power over the Internet. The treaty was?rejected by the U.S.?and much of Europe though, and it was unceremoniously killed.

As the above illustrates, 2012 was one hell of a year for Internet censorship and regulations. All of it was defeated, however, and tired Internet freedom fighters can rest easy knowing that the Internet is no longer under attack, right? Wrong. 2013 is shaping up to be an even worse year for proposed Internet regulation as various treaties and bills from 2012 are sticking around into the new year while new treaties and bills will obviously be proposed in due time.

Speaking of relics from 2012, TPP is a prime example of a trade agreement that refuses to die. The?Trans-Pacific Partnership?is much like ACTA, but it seeks to establish better trade relations between the U.S. and Southeast Asia. It?s similarities to ACTA don?t end there, however, as the treaty is negotiated in complete secrecy without any input from the public or Congress. In fact, many members of Congress are lobbying to have the USTR?make negotiations more transparentsince they have the constitutional right of approving treaties.

So, where does TPP stand in 2013? It could go either way to be honest. We keep hearing tales of how the treaty is constantly on its last legs as Southeast Asian countries are?starting to realize it?s not good?for their economy, but the secrecy in which it?s being negotiated makes it hard to tell just how close it is to either death or ratification.

Another worrisome trade agreement to look out for in 2013 is CETA ? the?Canada-European Union Trade Agreement. It doesn?t directly affect the U.S., but the treaty?s passage could spell trouble for the free Internet around the world as the treaty contains much of the same language that made ACTA so horrible. If ratified, the treaty could be seen as proof that ACTA wasn?t so bad and new attempts to ratify similar treaties could take hold around the world.

The last relic left over from 2012 is?Clean IT?? an European Commission project that seeks to censor the Internet in the name of protecting citizens from terrorism. The concern is that the project does little to actually stop terrorism and does everything in its power to use the Internet to monitor citizens in everything that they do. What?s worse is that the project turns people into Internet vigilantes where they can submit content that they feel is terroristic or otherwise ?bad? to have it removed and those who fail to report any ?bad? material would be punished.

As you can see, 2013 is already looking pretty grim and these are just the leftovers from 2012. There?s bound to be more laws, treaties and projects introduced in 2013 that will make SOPA, ACTA and others look like bastions of Internet freedom in comparison.

The free Internet has been a major force of change in the world, and some clearly don?t like that whether they be a legacy business that refuses to adapt or a world power that wants to subjugate its citizens even in the digital world. Either way, the Internet has proven to be resilient to any threats against it thus far and 2013 may prove to be its biggest test yet. It will be fascinating to see how the Internet and those who use it respond.

Could change in U.S. economic philosophy solve financial crises ...

Many people are apprehensive of the direction in which the economy is going, and as these concerns over dire financial situations emerge across the world, people are actively searching for information.
All across the globe financial situations have become dismal for many countries. Here in the U.S., the economy and the "fiscal cliff" have been consistently making headlines as the government attempts to work out a solution to solve the nation's financial crisis. According to one news website, the term "economic collapse" is a common search term.


Economic Collapse News is a relatively new startup, launched in 2011. ECN is a U.S.-based independent news publication whose mission is "to report on economic crises and show why they are mostly caused by various government policies which distort and disfigure the marketplace."


Stephen Otto, founder of ECN, said that due to his interest in economics and, being a study of the Austrian School of thought, he indicates he wants ECN to offer information relating to the causes of economic crises and possible solutions based upon these principles.


Digital Journal recently spoke via email with the founder of Economic Collapse News and learned more about the business and the Austrian economic school of thought. According to Mr. Otto, the Austrian School's business cycle theory explains the causes of recessions, describing them as being "generally" caused by government intervention, especially central bank manipulations, creating economic distortions. According to the Austrian School's philosophy, proponents of Keynesian Economic policies have helped lead to the current financial crises. Digital Journal: Why did you start Economic Collapse News? Stephen Otto: When I started ECN I noticed that people were searching for information about the economy using the term "economic collapse". Being interested in economics and a student of the Austrian School of thought, I wanted to provide the information people were looking for with regard to the causes of economic crises, what the outlook for the future is, and potential solutions to the declining American economy. Here are Some Guidelines to Help You to Be the Best that You Can Be!

Another year has passed. Have you done all you can for your fitness and health? Have you procrastinated? Have you said you are going to do the things you know you should? Let?s break out of a rut today by following these simple guidelines for your well being.
1. How much exercise are you getting? The latest research from the various medical boards that keep track of our health needs show that as little as 40 minutes three times a week can maintain a healthy body. This includes cardiovascular workouts like walking, cycling, circuit training, as well as swimming. Couple this with weight training, 8 ? 10 exercises like curls, presses, squats, bent rows, leg extensions, hamstring curls, upright rows, and bench presses. This will take care of your muscular needs. One of the neglected areas as a trainer I?ve seen in my clients is lack of flexibility. There are excellent programs for this that include pilates, yoga, and other flexibility exercises that we can show you that will keep you injury free and youthful.
2. What about your nutrition? The holiday season is winding down, time to put away the See?s candy, cookies, and sugary treats that are empty calories that put on weight. Begin 2013 with fruits like bananas, watermelon, strawberries, blueberries, cantaloupe, honeydew, oranges and apples. Some of these you can find in the 99Cent Store if you are on a tight budget. Set a goal of losing one pound a week if you are overweight. Coupled with exercise up to 40 minutes a day, the pounds will come off very quickly. Add vegetables like salads, broccoli, spinach, cauliflower, tomatoes, and cucumbers. These will provide the necessary nutrition to retain good health. Water is very important to drink. It is caloric free and won?t put on weight.
3. Your spiritual and mental well being is very important in the year 2013. Do you have a relationship with God? Do you pray? Do you study the Bible and other inspirational material? We are in need of healing in this nation as never before. With the mass shootings and violence in our country we need to return to Godly principles that made this nation truly great. It?s up to you and your family. Will you keep things in a positive light in the year 2013? Don?t watch violent movies or play violent video games that do effect one psychologically, emotionally, and spiritually. Get out in our beautiful Southern California environment. Take a walk; breathe in the wonderful fresh air. Thank God for your life.

Single-family home prices rose in October for nine months in a row, reinforcing the view the domestic real estate market is improving and should bolster the economy in 2013, a closely watched survey showed on Wednesday.?

The S&P/Case Shiller composite index of 20 metropolitan areas gained 0.7 percent in October on a seasonally adjusted basis, stronger than the 0.5 percent rise forecast by economists polled by Reuters.?

"Looking over this report, and considering other data on housing starts and sales, it is clear that the housing recovery is gathering strength," David Blitzer, chairman of the index committee at Standard & Poor's, said in a statement.?

While record low mortgage rates and modest job growth should keep the housing recovery on track, analysts cautioned home prices face downward pressure from a likely pickup in the sales of foreclosed and distressed properties and reduced buying investors and speculators.?

Prices in the 20 cities rose 4.3 percent year over year, beating expectations for a rise of 4.0 percent.?

Las Vegas posted the biggest monthly rise on a seasonally adjusted basis at 2.4 percent, followed by a 1.7 percent increase in San Diego, the latest Case-Shiller data showed.?

"Higher year-over-year price gains plus strong performances in the Southwest and California, regions that suffered during the housing bust, confirm that housing is now contributing to the economy," Blitzer said.?

Housing contributed 10 percent to the overall U.S. economic growth in the third quarter, while the sector represented less than 3 percent of gross domestic product, he said.?

Last week, the government said U.S. GDP expanded at a stronger-than-expected 3.1 percent annualized pace in the third quarter.?

Excluding seasonal factors, however, home prices in 12 of the 20 cities fell in October from September as home values tend to decline in fall and winter, Blitzer said.?

Chicago experienced the largest non-seasonally adjusted decline at 1.5 percent, followed by a 1.4 percent fall in Boston.?

NEW DELHI (AP) ? Indian Prime Minister Manmohan Singh pledged Thursday to take action to protect the nation's women while the young victim of a gang rape on a New Delhi bus was flown to Singapore for treatment of severe internal injuries.

The Dec. 16 rape and brutal beating of the 23-year-old student triggered widespread protests in New Delhi and other parts of India demanding a government crackdown on the daily harassment Indian women face, ranging from groping to severe violence. Some protesters have called for the death penalty or castration for rapists, who under current laws face a maximum punishment of life imprisonment.

Rape victims rarely press charges because of social stigma and fear they will be accused of inviting the attack. Many women say they structure their lives around protecting themselves and their daughters from attack.

Singh's government set up two committees in response to the protests. One, looking into speeding up sexual assault trials, has already received 6,100 email suggestions. The second will examine what lapses might have contributed to the rape ? which took place on a moving bus that passed through police checkpoints ? and suggest measures to improve women's safety.

"Let me state categorically that the issue of safety and security of women is of the highest concern to our government," Singh told a development meeting. He urged officials in India's states to pay special attention to the problem.

"There can be no meaningful development without the active participation of half the population, and this participation simply cannot take place if their security and safety is not assured," he said.

The victim of the gang rape arrived in Singapore on an air ambulance Thursday and was admitted in "extremely critical condition," to the intensive care unit" of the Mount Elizabeth hospital, renowned for multi-organ transplant facilities, the hospital said in a statement.

India's Home Minister Sushilkumar Shinde said in a statement that the government, which is overseeing her treatment and paying the costs, had decided to send her abroad on the recommendation of her doctors here.

"Despite the best efforts of our doctors, the victim continues to be critical and her fluctuating health remains a big cause of concern to all of us," he said.

Her family was also being sent to Singapore to be with her during her treatment, which could last weeks, he said.

Meanwhile, police in riot gear manning barricades filled the streets of central Delhi in a show of force ahead of another planned protest march. Near daily protests have shut down the center of the capital for days since the rape. Police quelled some of the demonstrations with tear gas, water cannons and baton charges.

One police officer died Tuesday after collapsing during a weekend protest. Police said an autopsy showed the officer had a heart attack that could have been caused by injuries suffered during violence at the protest. An Associated Press journalist at the scene said the officer was running toward the protesters with a group of police when he collapsed on the ground and began frothing at the mouth and shaking. Two protesters rushed to the officer to try to help him. Police charged eight people with murder in the death of the policeman.

Police said the rape victim was traveling on the evening of Dec. 16 with a male friend on a bus when they were attacked by six men who gang raped her and beat the couple with iron rods before stripping them and dumping them on a road. All six suspects in the case have been arrested, police said.

B.D. Athani, the medical superintendent of Safdarjung Hospital in New Delhi, where the woman had been treated, said she suffered severe intestinal and abdominal injuries, underwent three surgeries and had parts of her intestines removed, according to the Press Trust of India.

"With fortitude and courage, the girl survived the aftereffects of the injuries so far well. But the condition continues to be critical," he was quoted as saying.

Huntingdon?s Boxing Day meeting called off due to waterlogged track

The horseracing fans have faced another unfortunate report, as Huntingdon?s Boxing Day meeting has been called off due to a waterlogged track. The conditions were so dreadful at the track that the officials had no option, but to cancel the affairs.

The inspection was done just before midday on Sunday, and the administration found no improvement in conditions following 16 millimetres of rainfall on the weekend. The Cambridgeshire venue is partly flooded, and more showers are forecasted. Therefore, it was a straightforward decision for the management.

Clerk of the course Sulekha Varma said: "We called the inspection for tomorrow initially this morning when it was still dark with a view that at least people could double declare on the basis there was an inspection time here.?

"Once the sun came up and we had a good look around it gradually became apparent it was going to be impossible to get rid of the water and turn around the site to have it fit and ready for racing.?

The venue is going through an unlucky phase at the moment. It is not the first time that the officials had to abandon the meeting because of the inhospitable weather. Varma also expressed serious disappointment over another cancellation, and called it a frustrating season.

"We are devastated, having lost three meetings in a row now. It's been a trying year," the clerk added.

Not only Huntingdon, a couple of more venues are facing the heat. The Boxing Day meetings at Wetherby and Sedgefield are threatened by waterlogging. Both tracks will be inspected on Christmas Eve.

Wetherby is due to stage several big meeting on December 26th. The highlight of the day will be the Grade 3, Betfair. Don?t Settle For Less Rowland Meyrick Handicap Chase. Sedgefield will also host many big events, provided good weather conditions. Wednesday?s card includes:

(AP) ? An official statement says President Mohammed Morsi has ordered parliament's upper chamber to convene on Wednesday.

The statement Monday comes a day after Morsi appointed 90 members to the Islamist-dominated Shura Council. The 90 include at least 30 Islamists and six minority Christians. The council has a total of 270 members, two-thirds of them elected.

The toothless body was elected last winter by less than 10 percent of the 51 million eligible voters. It will assume legislative powers until a lower chamber is elected within the next two months. Morsi has had legislative powers since the lower chamber was dissolved by a court in June.

The council's empowerment is provided for in a new constitution passed in a referendum over the past two weekends, according to unofficial results.

(AP) ? Drew Brees and the New Orleans Saints are finally looking like a playoff team ? much too late.

Playing near the home of suspended coach Sean Payton, Brees threw for 446 yards and three touchdowns. He led a drive to Garrett Hartley's 20-yard winning field goal in overtime, and the Saints damaged Dallas' playoff hopes with a 34-31 victory Sunday.

The Saints all but secured the win when a fumble by Marques Colston rolled forward about 20 yards to the Dallas 2. Jimmy Graham recovered.

The Saints (7-8), who started 0-4 after getting stunned by Payton's yearlong ban in the team's bounty scandal, saw their playoff hopes end with Minnesota's victory against Houston. The Cowboys (8-7) had a three-game winning streak snapped and lost control of their playoff fate.

Dallas lost despite rallying for two touchdowns in the final 3:35 of regulation. Tony Romo, who threw for 416 yards and four scores, hit Miles Austin for the tying touchdown with 15 seconds left in regulation.

The Cowboys' last three games have been decided on the final play.

After New Orleans forced a punt on the first possession of overtime, Brees moved the Saints to the Cowboys 33. He completed a pass to Colston, who took a couple of steps before Morris Claiborne stripped the ball, sending it rolling toward the end zone. The completion was held up on review after Graham won a scrum with Dallas' Eric Frampton for the ball, and Hartley made the winning kick.

The Cowboys pulled within a touchdown on a 16-yard pass from Romo to Dwayne Harris and got the ball back with 1:29 remaining. Romo led the Cowboys 64 yards in seven plays, capped by the tying toss to Austin, who caught the ball on his knees in the end zone.

Romo also had a pair of 58-yard scoring passes to Dez Bryant, who had a career-high 224 yards receiving.

Dallas tight end Jason Witten had two catches in overtime, breaking Tony Gonzalez's NFL season record of 102 catches for a tight end set in 2004. Witten has 103.

The Saints, coming off a 41-0 blowout of Tampa Bay, took the lead in the third quarter after a 54-yard punt pinned Dallas at its 3. On the first play, Curtis Lofton stripped DeMarco Murray and Lofton recovered at the 5. Brees found Pierre Thomas open at the goal line for a 24-17 lead.

The Cowboys then put the Saints at their 2 on a 63-yard punt, but Brees responded with a touchdown drive keyed by a 60-yard completion to Colston, who had 153 yards receiving. Colston broke a tackle by Gerald Sensabaugh before Sterling Moore ran him down at the Dallas 3.

The Saints turned a 14-7 deficit late in the first half into a 17-14 halftime lead in the final 1:11.

Brees led a 90-yard scoring drive that included interim coach Joe Vitt changing his mind and going on fourth-and-1 from the Dallas 23. A completion to Colston was overturned on replay, but Cowboys linebacker Anthony Spencer lined up offside to give the Saints a first down anyway. Brees threw a 6-yard scoring pass to Lance Moore three plays later.

The Cowboys used their timeouts while New Orleans had the ball, hoping to score before halftime. The Saints scored instead on Garrett Hartley's 37-yard field goal on the final play of the half after Dallas went three-and-out. A 44-yard screen pass to Darren Sproles put the Saints in position.

Romo's pair of 58-yard scores to Bryant turned a 7-0 deficit into a 14-7 lead. The first was a deep pass that Saints cornerback Patrick Robinson never saw, and he couldn't find Bryant after the catch. On the second, Robinson missed a tackle on a short pass and Bryant stiff-armed Isa Abdul-Quddus around the 40 and coasted to the end zone.

Bryant tied a franchise record with a touchdown catch in his seventh consecutive game, and he matched his career high of 145 yards receiving before halftime.

Brees easily drove the Saints to a touchdown on their first possession and was on his way to a 14-0 lead when the Cowboys stuffed the Saints twice with a yard to go for a first down from the 18. Three plays after Hartley was wide left on a 36-yard field goal, Romo found Bryant for the first long score.
